Senior Policy Analyst - Investment and Funding Strategy
The Ministry of Health is inviting applications from agile strategy and policy professionals to design the direction for our future health system, and support the Government's reforms to provide better, more equitable care for New Zealanders.
The Government has announced a significant reform to New Zealand's health system, underpinned by major changes to our system's structure and operating model. Part of these reforms is a refocusing of the role of the Ministry of Health as the chief steward and monitor of the health system, and the lead advisor to Ministers.
The initial changes came into effect on 1 July 2022, but this is the start not the end of the road. Delivering the aims of the reforms and improving care and equity require a long-term programme, supported by new thinking, ways of working and investment.
The Ministry is setting out on the next phase of this important work and looking to build teams to lead the strategic direction for the health system, and to secure the funding needed to make change happen.
The Strategy Group's job is to make sure that across Manatū Hauora – and across the whole health system – we're taking a strategic approach to everything we do. That means giving people clarity about our system's overall priorities and what we're working towards; providing insights on risks and opportunities coming down the line for our health system; and developing processes to influence work across the health system to achieve our aspirations for health..
You will be joining the Investment and Funding Strategy team within the Strategy Group. We are responsible for leading on the Budget strategy for Manatū Hauora in partnership with our Finance teams.
The 2024 Budget will mark the beginning of the health sector's first full multi-year funding cycle. Our team will be at the forefront of helping shape and deliver this unprecedented shift for the health system.

Heading into this unique and challenge policy programme, we are seeking a talented Senior Policy Analyst to join our team. You will get to lead and contribute to work that will be central to realising the reformed health system's vision for Pae Ora.
We are specifically looking for people who have experience with the Budget process and understand public finance, are comfortable dealing with ambiguity and eager to develop their strategy and policy skills across health system funding.
To be successful in this role you will have expertise in some combination of:
- understanding public finance and core Budget processes;
- breaking down complex problems to get to the heart of the matter;
- communicating complicated information concisely and effectively to a range of audiences;
- building policy from the lived experience of our diverse communities;
- working with Māori and within te ao Māori paradigms to reflect Te Tiriti o Waitangi in your policy and strategy work;
